25-Year-Old Man Shot Dead By Police After Armed Carjacking In La Horquetta

A man is dead following a Police-involved shooting incident during a high-speed chase in Arima on Saturday (22nd November, 2025). The deceased has been identified as 25-year-old Quincy Billouin of Tony Guevarra Crescent, Phase 7, La Horquetta. A manhunt is on for a second suspect.

According to reports, a vehicle was stolen at gunpoint in La Horquetta. A report was subsequently made to Police, and Officers of the Northern Division Task Force later spotted the stolen vehicle traveling along Demerara Road in Wallerfield. 

A chase ensued and the car sped across the Eastern Main Road along Bypass Road in Arima.

During the high-speed chase, several shots were fired. As the stolen vehicle turned onto Mt. Pleasant Road, it collided with a parked car at the corner of Mt. Pleasant Road and Max Lane.

In a desperate attempt to elude Police, the driver reportedly continued along the roadway, striking the pavement before crashing into a second parked vehicle — a brown Nissan pickup (TDS 3895). More shots were heard as one man exited the stolen vehicle, jumped over a railing, and escaped.

Billouin was later found suffering from gunshot wounds. He was conveyed to the Arima District Hospital, where he succumbed to his injuries.

Crime scene investigators recovered a revolver loaded with three (3) rounds of .38 ammunition.

Investigations are continuing as Officers work to identify and locate the other suspect involved.
