Homeland Security, TATT Sign Memorandum of Understanding To Strengthen Cyber Security Cooperation
In a significant step toward strengthening Trinidad and Tobago's digital security and resilience, the Ministry of Homeland Security and the Telecommunications Authority of Trinidad and Tobago (TATT) signed a Memorandum of Understanding (MOU) on Cyber Security Cooperation on Friday (13th March, 2026).
In a Media Release, the Ministry said, “The MOU establishes a framework for cooperation between the Ministry of Homeland Security, through the Trinidad and Tobago Cyber Security Incident Response Team (TT-CSIRT), and the Telecommunications Authority of Trinidad and Tobago (TATT), an agency under the Ministry of Public Administration and Artificial Intelligence (MPAAI). The agreement strengthens coordination in cyber threat information sharing, technical collaboration, and cyber incident response to support Trinidad and Tobago's national cyber security priorities.”
The signing ceremony took place at the Ministry of Homeland Security, Tower C, International Waterfront Complex, Wrightson Road, Port-of-Spain. The agreement was signed by Permanent Secretary Dr. Wilson Henderson Jr. on behalf of the Ministry of Homeland Security and Mr. Kurleigh Prescod, Chief Executive Officer of TATT. The signing was witnessed by Minister of Homeland Security, the Honourable Roger Alexander M.P., and Minister of Public Administration and Artificial Intelligence, Senator the Honourable Dominic Alexander Smith.
The Ministry of Homeland Security, through TT-CSIRT, is responsible for national cyber security situational awareness and incident response, while TATT serves as the regulatory authority for the telecommunications sector. As cyber threats continue to grow in scale and sophistication, enhanced coordination between national security institutions and sector regulators has become increasingly critical to protecting the country's digital infrastructure.
According to the Ministry, “Under the MOU, both organizations will collaborate to establish effective cyber security information-sharing practices, exchange technical research and insights on emerging cyber threats, and strengthen cyber incident response capabilities through shared expertise.”
The agreement also builds on an existing working relationship between the two (2) entities. The Ministry of Homeland Security, through TT-CSIRT, previously participated as a stakeholder in consultations on TATT's Cyber Security Framework for Public Telecommunications Networks and Broadcasting Facilities, and has partnered with the Authority to deliver specialized cyber threat briefings to the telecommunications sector.
Minister Alexander commended the collaborative “One Government” approach reflected in the partnership, noting that strengthening national security requires cooperation across institutions.
He stated, “What this country needs is people and institutions coming together to make it better. That is patriotism in action. The Ministry of Homeland Security welcomes and appreciates every organization and partner willing to work with us to strengthen the safety and security of Trinidad and Tobago, including in the digital space where cyber threats continue to evolve.”
Minister Smith emphasized that the agreement represents an important step in a broader national strategy to modernize the country's cyber security architecture, highlighting, “Small efforts, when accumulated consistently over time, can lead to significant results. This agreement forms part of a wider framework of initiatives aimed at comprehensively modernizing Trinidad and Tobago's cyber security landscape and strengthening our national capacity to respond to emerging digital threats.”
The Media Release concluded by saying, “The agreement is expected to contribute to greater resilience within the telecommunications sector, improved national preparedness for cyber threats, and increased confidence in the security of Trinidad and Tobago's critical digital infrastructure.”
