Stable Rowdex — A Fraudulent Online Cryptocurrency Scheme Using AI-Generated Impersonations

The Trinidad and Tobago Securities and Exchange Commission (TTSEC) is advising the public of a fraudulent online investment scheme, operating under the name “Stable Rowdex” (also referred to as “Stable Capital”), which is promoting a cryptocurrency-related investment opportunity. 

In a Public Advisory issued on Tuesday (23rd December, 2025), the TTSEC said it has confirmed that the entity is distributing Al-generated videos, fabricated news articles, altered images and other falsified promotional content purporting to show endorsements from the Prime Minister of the Republic of Trinidad and Tobago, the Minister of Finance and other prominent individuals.

The TTSEC said it wishes to make it unequivocally clear that:

  • These endorsements are entirely false;
  • No such investment product or the entity has been endorsed by the Prime Minister, the Minister of Finance or any other public official or individual referenced in the promotional materials; and
  • The materials being circulated are fraudulent and intended to deceive the public.

Entity Not Registered

The TTSEC further advises that Stable Rowex is not registered with the TTSEC to offer securities or investment-related products to the public of Trinidad and Tobago.

Public Warning

Members of the public are advised to exercise extreme caution when encountering any solicitation, advertisement or online communication related to Stable Rowdex or any investment opportunity that:

  • Promises unusually high returns or guaranteed returns;
  • Uses Al-generated videos or images impersonating public officials;
  • References endorsements by the Prime Minister, the Minister of Finance, or other prominent individuals; or
  • Originates from obscure, anonymous or unverified digital sources.

  • Verify that the entity and its promoters are registered with the TTSEC;
  • Exercise caution with unsolicited online investment offers:
  • Conduct independent due diligence to avoid falling victim to scams.
