Hadeed Business Power Couple And Elderly Aunt Transferred To Prison Under Preventive Detention Orders

UPDATE (17/07/26): Businessman Dominic Hadeed and his wife, Genevieve Hadeed, are to remain at the Golden Grove Prison in Arouca, after the State secured a late-night Appeal Court ruling, which ordered a stay of an earlier judgment that ordered the couple be released from jail and be placed under house arrest.

Following an emergency hearing last night (Thursday 16th July, 2026), Chief Justice (CJ) Ronnie Boodoosingh and Appellate Judges Mark Mohammed and Ricky Rahim granted an interim stay of the judgment delivered hours earlier by three (3) of their colleagues — Peter Rajkumar, Mira Dean-Armorer and Joan Charles. The panel also granted final leave for an appeal to the Privy Council by the State, as the move for the country’s highest Appellate Court to weigh in on the case was not opposed by the couple’s legal team.

The last-minute development meant that the Hadeeds were not released from the Golden Grove Prison to return to their Westmoorings home as initially anticipated, and despite earlier efforts to facilitate the Court’s initial order.

The interim stay will remain in place until CJ Boodoosingh and his colleagues hear further submissions on the matter at 3:00 PM today (Friday 17th July, 2026).

Addressing the failure of the prison to release his clients immediately, Attorney for the Hadeeds, Faris Al-Rawi, said last night that Prison Officers simply refused to obey the initial Court orders. “Unfortunately, what happened was they just simply refused to release them. Not by an overt statement, but the statements from the Officers on the inside were that they had no authorization.”

Al-Rawi added: “We made several attempts to contact all relevant persons, Attorneys-at-Law for the Minister of Homeland Security, the Commissioner of Prisons, everyone! Suffice it to say that you saw the Police come and go, and they were Special Branch Officers that came here [Golden Grove Prison], they too were turned away. And the State brought an urgent application before the Court of Appeal tonight, seeking leave to go to the Privy Council and asking for a stay of the judgment.”

Up to 10:00 PM last night, Al-Rawi had not been allowed in the prison to see his clients.

UPDATE (16/07/26): The Court of Appeal ordered today (Thursday 16th July, 2026) that business power couple, Dominic and Genevieve Hadeed, be immediately released from detention but confined to their home, located at Bayshore, Westmoorings, subject to the following conditions:

• Surrender all Passports and travel documents.
• Surrender all firearms in their possession.
• Surrender all communication devices.
• Have no communication with anyone outside the residence, whether directly or indirectly, without prior approval from the Commissioner of Police.
• Remain at the residence at all times and not leave without the permission of the Commissioner of Police.
• No visitors are allowed at the residence without the prior approval of the Commissioner of Police.
• Only approved medical practitioners, legal practitioners and/or caregivers may enter the residence.
• Allow authorized Trinidad and Tobago Police Service (TTPS) Officers to enter the property at reasonable times to conduct inspections and ensure compliance with the Court’s order.

Any breach of the above conditions will immediately make either appellant liable to be returned to detention under their respective Preventive Detention Orders (PDOs).

The Hadeeds have also agreed to be fitted with electronic monitoring devices. If the State requires ankle monitors, arrangements must be made as soon as possible. However, their release is not dependent on the monitors being installed first.

UPDATE (30/06/26): Businessman Dominic Hadeed and his wife, Genevieve Hadeed, will remain in custody after the High Court rejected their application for release. The couple had challenged the Preventive Detention Orders (PDOs) issued against them during the ongoing State of Emergency.

Justice Frank Seepersad delivered his ruling in a 24-page judgment today (Tuesday 30th June, 2026), rejecting the couple’s habeas corpus application and finding that the Detention Orders issued by Minister of Homeland Security, Roger Alexander, were lawful. Justice Seepersad stressed that emergency powers do not remove the Courts’ authority to review decisions made by the Executive.

The couple’s legal team, led by Senior Counsel Douglas Mendes, Gilbert Peterson and Faris Al-Rawi, argued that the initial arrests were unlawful and that the subsequent detention orders should therefore be invalid. However, Justice Seepersad rejected that argument, stating that the PDOs were separate from the circumstances surrounding the original arrests.

The Judge said Police Station diary entries contradicted claims that the couple was not informed of the reason for their detention.

According to the Trinidad and Tobago Police Service (TTPS), as enquiries continued today (Saturday 27th June, 2026), Officers applied for and obtained Preventive Detention Orders (PDOs) for one (1) male businessman, aged fifty-two (52), and two (2) female businesswomen, aged forty-two (42) and sixty-nine (69), all residents of Westmoorings. “These Orders were granted pursuant to the Emergency Powers Regulations and were executed strictly in accordance with the law and in the presence of their representative Attorneys-at-Law.”

The detained persons are said to be businessman Dominic Hadeed (Executive Chairman of Blue Waters Products Limited), his wife Genevieve Hadeed and Genevieve’s elderly aunt, Star Sabga, who was taken into Police custody on Thursday (25th June, 2026).

The move comes just hours after an emergency High Court hearing in which Justice Frank Seepersad directed the Commissioner of Police, Allister Guevarro, to explain the continued detention of Dominic Hadeed and Genevieve Hadeed, and specifically indicate whether they were being held under PDOs. 

The Hadeeds were arrested on Wednesday 24th June, 2026 as Police investigated intelligence alleging a conspiracy to assassinate Senior Government Officials, including Prime Minister Kamla Persad-Bissessar and Attorney General John Jeremie. They were initially detained under the Emergency Powers Regulations before the PDOs were issued, which remain in effect while the State of Emergency continues.

The PDOs were signed by Minister of Homeland Security, Roger Alexander, authorizing the transfer of the detainees from Police custody into the custody of the Trinidad and Tobago Prison Service. The two (2) women are expected to be housed at the Women’s Prison in Arouca, while Dominic Hadeed has been transferred to the Eastern Correctional Rehabilitation Centre (ECRC) in Santa Rosa, Arima.

The TTPS said the individuals named in the Orders are “currently assisting with the ongoing investigative process and have been transferred into the custody of the Trinidad and Tobago Prisons Service. They are currently housed at their stipulated places of detention.”

The TTPS is emphasizing that “all investigative steps continue to be undertaken with professionalism, impartiality, and full respect for the legal and reputational rights of all persons. As the matter remains active, no further information can be disclosed at this time.” 

The TTPS notes that it will “continue to provide updates as appropriate and remains committed to upholding the rule of law.”
