MRF Collection Now Open To Approved Applicants of All Nationalities

The Ministry of Homeland Security is advising applicants under the Migrant Registration Framework (MRF) that the appointment-based collection process, which initially facilitated CARICOM and other nationals, has now been completed.

The Ministry previously announced that as at 25th October, 2026, a total of 20,242 applicants had been recommended for MRF cards and Minister’s Permits following a comprehensive security vetting process.

In a Media Release today (Thursday 5th November, 2026), the Ministry said effective from Friday (6th November, 2026), all applicants whose MRF application status is “Approved,” regardless of nationality, may proceed to make payment at any National Lotteries Control Board (NLCB) booth nationwide and thereafter visit the MRF Collection Centre at the Ato Boldon Stadium, Balmain, Couva, to collect their Minister’s Permits.

The Ministry notes that the required fee is $710. Applicants who have already made the required payment may proceed directly to the Collection Centre.

Minister’s Permits may be collected at the MRF Collection Centre, Ato Boldon Stadium, Balmain, Couva, Monday to Friday, between 8:00 AM and 4:00 PM, excluding public holidays and the additional non-operational dates outlined below.

Notice of Non-Operational Dates

The Ministry is advising that the MRF Collection Centre will not be operational on the following dates:

NOVEMBER 2026

  • Wednesday 18th
  • Friday 20th
  • Tuesday 24th
  • Friday 27th

DECEMBER 2026

  • Tuesday 1st
  • Friday 4th
  • Tuesday 8th

No collection services will be available on these dates. Applicants are therefore advised to plan their visits accordingly and attend the Collection Centre only on operational days during the stated hours.

Important Information For Applicants

To facilitate an orderly and efficient collection process, applicants are reminded of the following requirements:

  1. Application Status: Only applicants whose MRF application status is “Approved” are eligible to proceed with payment and collection.
  2. Payment: Approved applicants must pay the required fee of $710 at any NLCB booth nationwide before visiting the Collection Centre.
  3. Required Identification and Proof of Payment: Applicants must present the same identification document used during the MRF registration process, even if that document has since expired. Applicants are also required to present proof of payment when visiting the Collection Centre to collect their Minister’s Permits.
  4. Official Photograph: Applicants are required to have their photograph taken at the Collection Centre for official records. To ensure a clear and suitable photograph, applicants are advised to wear coloured clothing and avoid white tops or shirts.
  5. Collection Arrangements: Approved applicants of all nationalities may visit the Collection Centre during the stated operating hours, excluding public holidays and the non-operational dates listed above.

For additional information or assistance, please contact the MRF Help Desk via email at mrfhelpdesk@mhs.gov.tt or by telephone at 613-1505.

The Ministry is encouraging all applicants to ensure that their application status is “Approved,” the required payment has been made and all necessary documents are available before visiting the Collection Centre. Applicants are also urged to take note of the non-operational dates to avoid unnecessary travel and delays.

The Media Release concluded by saying, “The Ministry of Homeland Security remains committed to ensuring an orderly, accessible and efficient collection process for all eligible applicants under the Migrant Registration Framework.”
